bueno, no me aguante y me puse a buscar sobre youtube y las iptables.
no pude fue ver como se configuraba en el router eso, por lo que lo hice haciendo la regla en el firewall.
use esta guía:
Enough talking. Here’s what you need to do:
Click the Start button, type “cmd”, and right click the icon to ‘Run As Administrator’ (Screenshot 1)
You will likely see a UAC prompt, hit “Yes” (Screenshot 2)
The command prompt window will open, this is where you will type in the commands to set your firewall rules (Screenshot 3)
Enter the following command and hit Enter. If it works, you should see a big “OK”.
netsh advfirewall firewall add rule name="MITCHRIBARYTUBE" dir=in action=block remoteip=173.194.55.0/24,206.111.0.0/16 enable=yes
Rules can be easily removed too. Just get back into the command prompt in the same way and run this command, hit Enter again:
netsh advfirewall firewall delete rule name="MITCHRIBARYTUBE"

resultados, no se si sean validos, pero no se me ocurrió mas que tomarle un ss a la reproducción de youtube en hd a 720 y 1080 en casi el mismo punto, sin hacerle nada, solo darle play e ir mirando.
si bien se nota una mayor fluidez, 720 es lo mejor, fluido, rápido, sin cuelgues, con 1080 iba "muy al filo" .
obviamente a 480 y 360 vuela, lo que es aceptable aun en definición "normal"

sera posible hacer lo mismo con los videos de vk? y en general donde uno ve video streaming o mejor aun, para las paginas de películas?
